That Option 3, as outlined in the Staff Report 2025-0467, to delete and replace aspects of current public conduct language, which includes the addition of specifying outside recordings and photography, be approved through passing of a Procedure By-law amendment attached as section 1 of Schedule B to Staff Report 2025-0467. A recorded vote was taken as follows:

Whereas Staff Report 2025-0467, for the purposes of enhanced transparency and accountability, provides further clarity that public conduct at meetings is required to uphold meeting decorum and respectful conduct without disruption for all meeting attendees and participants; and Whereas a guidance document with examples of public conduct that is, and is not, considered to uphold meeting decorum and respectful conduct without disruption further enhances transparency and accountability application at Council or its Committees meetings; and Now therefore be it resolved that staff be directed to provide a public guidance document by October 2025 which provides examples of what public conduct is, and is not, considered to uphold meeting decorum and respectful conduct without disruption for all meeting attendees and participants.
